Regional Safety and Security Advisor (M/F) , Middle East

2. Scope of work

The RSSA is responsible for monitoring the security situation in each of the MENA countries where KtK has offices and/or operations, provide regional and country analysis, liaise with the Regional Manager to ensure that KtK security policies, principles, and procedures are implemented and properly communicated to staff, and advise on the need to adjust safety and security procedures according to the changing situation in the relevant countries.

The RSSA will work closely with the Regional Manager (based in Amman), the  staff in the region, and with the Head of Security (based in Sweden).

This is a full time position (100%).

3. Responsibilities and duties

Analysis and Situational Awareness (25%)

• Continuously monitor and analyse the country and regional security situation in areas of KtK offices and/or operations;

• Provide support to operations and programmes, including doing security risk assessments for current and possible new areas of operation;

• Provide support to the organisational Risk Management Process (according to ISO 31 000);

• Based on security risk assessments, provide support and advice to Heads of Office/Field Representatives on the development, implementation and following-up of security procedures and of Security Plans for each country (ensure that these are up to the required standard and up-to-date);

• Manage the KtK regional incident data base and share information about incidents with appropriate internal staff as well as other relevant actors, such as INGOs, the UN, etc.

Technical Support/Briefings and Training (25%)

• Responsible for carrying out security inductions of new staff members, and to identify and coordinated security related capacity building opportunities in the region;

• Provide support with regards to information security, including staying abreast with developments with regards to safe channels of communication (Apps, etc.) and coordinate this with the Head of Security in Stockholm;

• In liaison with the Head of Security provide support to managers in the region with regards to strategic security related issues;

• Ensure the implementation of facility security procedures in the region (offices and homes of expatriates);

• Assess the capacity of the drivers used by KtK and, if needed, ensure they get proper training;

• Undertake security reviews and audits of offices security management, including reviewing IT structures;

• Provide support to and Security Focal Points in the region;

• Provide support to the Head of Security during the development of new safety and security procedures, toolkits, and templates.

Travel Security (20%)

· Provide support to staff travelling to high and extreme risk locations within the region and, in liaison with the Head of Security, approve travel to high risk locations in the region;

· Review travel requests and provide staff members with pre-travel security briefings;

· Together with local managers, act as a security back-up for staff travelling in the region;

· Ensure that all visitors receive appreciate security briefings upon arrival

· Ensure that all staff members in the region understand and give ‘informed consent’

Budget and Planning (less than 5%)

· Contribute to planning and proposal drafting for new projects, ensuring context specific security considerations are included in proposals;

· Advice on budgetary considerations for safety and security, and allocation of funds for safety and security related costs (training, travel, etc.)

Partner Support /Capacity Building of Partners (10%)

• Liaison with programme staff to assess the security systems, policies, and procedures of partner organisations and advice on improvements;

• Share relevant training opportunities and other external resources with partner organisations.

Representation and networking (15%)

• Responsible for representing the organisation in different regional security related fora (including the MENA Security Forum);

• Create and maintain relevant networks with key actors, including NGOs, INGOs, INSO, UN, and government agencies, in order to obtain reliable security information and support;

• Participate in an interdepartmental working group on safety and security (e-meetings);

• Take the lead with regards to safety and security related issues at all regional events.

• Carry out interpretation/translation work when needed (minor)

4. Authority

KtK uses a ‘line management’ approach with regards to safety and security. This means that while safety and security tasks may be delegated, responsibility may not. Therefore, the Regional Safety and Security Advisors should work closely with the Regional Manager and frequently liaise with the Head of Security in Stockholm.

Education and Qualifications**

· University diploma/Bachelor’s degree or equivalent in Security Management, Political Science, International Relations, or another relevant field;
· At least two years working in a high risk environment;
· 3-5 years of experience working with NGOs, preferably with a focus on Human Rights and the right to association and participation;
· Knowledge of NGO security management approaches and practices;
· Expertise in one country in the MENA region and good general understanding of the regional context;
· Experience from working with a rights-based approach and with gender mainstreaming.

Required Skills

· Strong analytical skills and conflict sensitivity;
· Demonstrated high-level communication skills and proficiency (written and spoken) in Arabic and English. Knowledge in Kurdish and/or French are assets;
· Ability and willingness to travel in the MENA region, including at a short notice;
· Proven ability to remain calm, focused and organised and to deliver results on time when under pressure and with rapidly changing circumstances.
