HEA, GIK and Security Manager

The position is based in Accra and requires regular travel between Head Office, Field-based Offices and programming areas. International travel may also be required.


S/He reports to the Operations Director.



Key Responsibilities

Strategy and Planning


Develop, update and disseminate the NO HEA strategic business plan and represent WV Ghana in Emergency Relief forum and appropriate working groups.


To lead the response to CAT I and CAT II emergencies in collaboration with the Regional HEA Team Leaders and support Global RRT is case of CAT III emergencies, as per Disaster Management guidelines and policies


To provide technical assistance whenever and wherever required at National Office and clusters levels in DRR planning, implementation and evaluation (design of and implementation of NDPP and Clusters/Districts DPP).


Carry out Security Risk Assessments (SRA) and Core Security Requirement (CSR) assessments and ensure the CSM or RSD are regularly briefed on gaps with CSR compliance as required.


Ensure Field Contingency and Security Plans are updated and based on the most recent Security Risk Assessment (SRA) and measurement of minimum security guidelines implemented in all WVG offices.



Capacity Building


Assist Operations Director to manage the planning, training & implementation of Evacuation plans, (office suspension, hibernation, relocation or evacuations) and Medical evacuation plans as required.


Ensure all new staff and visitors receive security briefings as required within 24hrs of arrival.


Build the capacity of staff at all levels in GIK Management & Security issues.


Seek to develop a culture of security awareness and monitor staff compliance.


Provide medical or first aid training (knowledge of and organizing training as per national/international standards).



Relationship Development


Participate in areas of policy analysis, communications and programming on behalf of the NO HEA team and to work in coordinated action with National Office management structures and regional management structures before, after and during emergencies


At a strategic and policy level, represent WV Ghana in Government agencies, UN, NGO and Church bodies/working groups in the country dealing with macro and local issues regarding humanitarian principles including advocating on key issues which affect the most vulnerable from these groups



Security Operations


Act as the ‘Point of Contact’ (POC) for all safety and security related incidents, providing immediate support and coordination during and post incidents.


Ensure all emergency contact numbers for staff are current and that a phone tree is in place in the National office.



Quality Reporting and Communication


Prepare and submit monthly, quarterly, half-yearly, annual and special reports on all GIK, Security and HEA activities


Provide a Weekly Security Update (main security issues and measures to take/observe) to the Operations Director who will share with SLT members and Regional Operations Managers (ROMs)


Ensure that all security incidents are reported in accordance with WV Security Policy



Monitoring


Conduct regular monthly checks to ensure emergency equipment such as generators, diesel, bunkers, and fire extinguishers are in working order in all offices and teams houses and rotate any perishable items such as stores for hibernation periods such as basic food / water – if applicable to operations.


Work with Fleet Coordinator to ensure staff tracking systems and all vehicles are maintained to an operational standard.


Support Regional Operations Managers, and Cluster Managers to design and monitor security issues in regional and clusters offices as well as in programmes areas





Education / Work Experience / Skills




The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:


Educational level required: Advanced degree in Social Sciences, International Development or other related field desired


Technical Training qualifications required: Professional technical skill desired in emergency preparedness and response, and security management


Knowledge of Sphere standard, international humanitarian protocols, child protection in emergency


Experience: At least 5 years emergency humanitarian relief field experience
