Safety & Security Specialist - Deployment Roster

Emergency Roster:

The Emergency Roster is a database of pre-selected deployable internal and external candidates who have the appropriate skills and experience to support emergency preparedness and response. It also stores information on these candidates. The purpose of the roster is to ensure that we have the right people in the right place and the right time with the right skills.



Roster Members are expected to deploy to an emergency response within 72 hours or once an entry visa is received. A Roster Member is selected from the Emergency Roster as and when a roster request is received from one of our country offices.



Key Tasks

1. Prevention
Ensure regular security briefings are conducted for all deployed staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
Maintain strong communications between all stakeholder at all times
Monitor political, social, economic and military situation and identify trends relevant to security situation.
Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures.
Develop and regularly update the Safety and Security Management Plan and tools in accordance with the nature of safety and security risks (inc. detailed threat assessment, security protocols, standard operating procedures for personal movement & transport, office, warehouse, tele/radio communications, incident report sheets, etc asset protection). Ensure gender considerations are clearly articulated in all safety and security documents.
Coordinate with Human Resources Manager/ Administrator to ensure field staff knows how to identify health risks in the region, how to protect against illness, injury and stress, and how to obtain proper support or medical treatment.
Work with administrative staff to ensure appropriate steps are taken to safeguard office premises, equipment and property (guards, locks, lighting, alarms, vehicles and fire equipment).
Develop a network of contacts among local actors to facilitate Plan International’s work and enhance the security of its operations.
Represent Plan International and coordinate amongst all actors (state, military, UN, NGO, etc) on all matters pertaining to safety and security.
Contribute to the security of humanitarian community by share relevant security related information
Ensure timely and accurate reporting of safety and security incidents.
Coordinate training in safety and security ensuring that staff and management are providing the necessary equipment and are trained accordingly.
Support funding proposal development ensuring inclusion of safety and security in to the proposal, risk frameworks and budget.
Supervise and enforce compliance safety and security standards and procedures initiating incident reports of material breaches of security policy when necessary



3. Reaction
Support and advise management to ensure crisis management procedures are in place and activated in a timely manner
Develop contingency plans for incidents management events such as
Accidents / ambush / car hijacking/ Severe injuries and serious illness (hospitalisation or medivac) /Kidnapping / Death of employee / Destruction of essential assets.
Establish relocation and emergency evacuations plans.



4. Recovery and resumption of operations
Ensure that management are making preparations to enable post incident counselling to be offered to staff who have confronted traumatic events.
Guide and support management to take the necessary measure to ensure post incident recovery and operation continuity.
Advise and support management to make the necessary arrangements to ensure resumption of critical processes, systems and operations (alternate worksites, office storage, and remote control).



Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Knowledge
High level of experience in developing security related technical tools guidelines and systems.
Qualifications and / or experience in professional security related fields.
Strong assessment, evaluation, analysis and strategic planning skills.
Significant experience of managing safety and security in humanitarian crises.
Conversant with the international humanitarian architecture, particularly related to coordination.
Knowledge of Plan policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct
Proficiency in information technology/ computer skills.



Skills
Experience of designing and delivering training particularly basic personal safety and security, and landmine safety and awareness.
Networking skills
Ability to analyse data and provide clear overviews of context / evolving situations
Able to work in English. It is desirable to be able to work in at least one other international language, for example French, Spanish, Portuguese or Arabic
