Police Component Lead

An exciting opportunity to lead one of the main technical components on one of ASI’s largest projects. The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent services, which are delivered on a progressively formalized basis by civilian-led institutions; in increasingly resilient partnership with the communities. In order to do this, the program will work with both communities and formal/informal service providers to develop their capacity to design and deliver services which respond to the needs of the population. The program seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.

Core responsibilities
Lead capacity development support to the local partners in target communities, focusing on the sub-components of:
Organizational development
Training planning and delivery
Provision of equipment
Work with partners and other program components to build accountability for partners to the community, with a view to empowering communities, enhancing their legitimacy and supporting medium- and long-term institutional development in Syria.
Ensure timely delivery of stipends
Manage and support component leads and other team members by:
Ensuring effective delivery of the above activities in a way that meets time constraints, budget constraints and mitigates program risk.
Exploiting synergies between the above components.
Backstopping or filling gaps in component planning and deliver, as required
Consult and communicate with partners to maintain and increase their buy-in to the program and to ensure that their needs are addressed.

Additional responsibilities
Identify and manage issues and risks within policing sub-components, communicating them to the Team Lead and other program personnel, where appropriate.
Work across the program, where necessary, to support delivery of overall program objectives. This includes participation at key meetings, writing of reports, and other tasks as required
Work with Team Lead and appropriate team members to identify Short Term Technical Assistance needs
Ensure compliance-related activities (vetting, communication with government personnel, venue bookings, etc.) are completed in a timely manner.

Reporting and Supervision:

The Police Component Lead will report to the Deputy Team Leader for programme delivery and the Team Leader for strategy and development.

The Police Component Lead will manage sub-component leads for training, equipment and organizational development, the single-point of contact for partners and short term technical advisers.Required Skills

Skills and Experience:

Required:

- At least 10 years of policing experience
- Solid knowledge of the principles of community policing
- Extensive management experience, including experience leading multicultural teams
- Experience implementing policing projects in fragile and conflict-affected states
- Proven experience of implementing programs in coordination with local partners
- Proven ability to train and build the capacity of others
- Strong stakeholder management skills
- Excellent interpersonal skills
- Excellent communication and coordination skills



Desirable:

- Knowledge of Syria
- Fluency in Arabic
