Police Advisor IV

ATSG is seeking resumes for a Level IV Police Advisor to help implement all of the work required under this initiative. The Police Advisor will receive tasks and assignments related to this initiative from the CAPRI Director and/or Levels 1, 2 and 3 Police Advisors of CAPRI.

The Advisor works closely with the US Embassy International Narcotics and Law Enforcement Affairs Section, INL CAPRI Program Manager. However, the individual exercises wide latitude for independent action, initiating projects and executing newly approved programs under general supervision. Completed work is reviewed for timeliness and effectiveness.

Responsibilities/The successful candidate will:

Assist with the implementation of a specific country’s Macro Level or a Specific Area(s) Police Reform
Advise as a subject matter expert (SME) to implementation teams of a specific country’s Macro Level or Specific Area(s) Police Reform (SME within the following policing areas: Patrol, Police Operations, Investigation, CompStat/Community Policing, Administration, Education, Legal Areas, Quality Management, Technology, and any other specialty area such as Internal Affairs, etc.), as directed by CAPRI Director and/or Levels 1, 2 and 3 Police Advisors of CAPRI
Assist host country government and/or Police Department in the creation and implementation of needed training, practices, and procedures linked to the above listed policing areas (Patrol, Police Operations, Investigation, CompStat/Community Policing,

Administration, Education, Legal Areas, Quality Management, Technology, and any other specialty area such as Internal Affairs, etc.)
Communicate pertinent information related to Macro Level or Specific Area(s) Police Reform to CAPRI’s Level 3 Police Advisor
Assist host country government and/or Police Department in the creation and implementation of needed training (curriculum/practices) and police processes (manuals, procedures, etc.) linked to the following policing areas: Patrol, Police Operations, Investigation, CompStat/Community Policing, Administration, Education, Legal Areas, Quality Management, Technology, and any other specialty area such as Internal Affairs, etc.)
Communicate pertinent information related to Macro Level or Specific Area(s) Police Reform to CAPRI’s Level 3 Police Advisor and INL Host Country representative
Minimum Qualifications:
US Citizen, Third Country Nationals, or Local National
A degree from an accredited university or special certifications (qualifying them as SMEs in a particular policing subject area) within the field of criminal justice, law, management/leadership, administration, education, etc.
Demonstrated a minimum of (10) years of experience working with policing and/or governmental areas and/or Colombian National Police (active or retired status) Lieutenant, Sergeant, or Police Officer with 10 years of experience and possessing SME capabilities within the policing area needed
Demonstrated good interpersonal skills working with all levels
Demonstrated good communications skills, oral and written, in Spanish
Preferred Qualification:
Demonstrated experience working overseas, particularly past experiences related to international programs or initiatives
Fluency in Spanish at the FSI 3/3 level.
