Duties & Responsibilities
Reporting to the Associate Director for International Safety and Security (ADISS), the Program Manager, International Safety and Security (PMISS) is responsible for operational management of global safety and security programs. The PMISS should continuously maintain dynamic, highly specialized global security expertise through intelligence analysis and travel, and apply expertise and itinerary specific research to conduct risk assessments and traveler briefings, with particular attention to security needs in war zones, epidemics, and areas of pervasive militancy. Consult for a client portfolio, including School officials, program leaders, and travelers, providing advice and recommendations on risk tolerances and preventative security measures with a substantial impact on life safety and program success. Other responsibilities will include vendor relationship management, budget support, data analysis, and IT project management. This position within Global Support Services (GSS) has University-wide scope, including undergraduates, graduate students, faculty, staff, and others who work or travel overseas or participate in international programs and projects, and works closely with diverse stakeholders.
Detailed Responsibilities
While on-call, manage the University’s response to critical medical and security incidents abroad. Routinely makes decisions on appropriate response to life-threatening emergencies, relying on his/her own expertise and, when appropriate and time allows, other IEMT subject-matter experts and available intelligence.
Serve as communications and protocol officer to the IEMT. Maintain pre-travel and emergency protocols and contact information. Monitor world events and notify others according to protocols. During an incident or emergency, collect and maintain incident information, and summarize incident.
Develop and maintain contacts and relationships around the world to allow for nuanced, accurate evaluations of risk in the more than 160 countries visited by Harvard travelers. Participate in ongoing intelligence gathering and contribute to University travel risk ratings.
Develop and enforce protocols and policies for Harvard Travel Assist providers. Work closely with those providers, the U.S. State Department, and other emergency service and intelligence providers. Trains responders as needed.
Develop and/or coordinate other safety processes as needed.
Conduct physical security assessment of overseas locations and programs and advise clients on other security assessments.
Write, compile, and/or edit risk analyses for particular trips, programs or countries, using a range of information sources and professional judgment of specific threats and vulnerabilities. Recommend and help implement mitigation strategies and direct traveler advice, identifying and working with outside vendors and information services as needed. Advise program leaders and School and University officials about risks and mitigation as requested.
Track, compile, analyze, and report on travel and program data.
Work closely with other University offices, including Environmental Health and Safety and Emergency Management, Operations Center, Office of the General Counsel, Harvard University Police Department, Harvard Public Affairs and Communications, Title IX Compliance, University Health Services, and others as appropriate.
Support the ADISS with administrative functions to include budget management, contracts, working with vendors to update and refine processes and procedures, and manage vendor relationships as directed.
Basic Qualifications
At least 8 years’ experience with international security programs and emergency management, including extensive experience managing international crises and writing and implementing international safety and security protocols, policies, and procedures.
Extensive international travel experience, preferably in a security management role.
Additional Qualifications Strong analytical skills.Must be detail oriented and have proven ability to self-motivate with a strong sense of initiative. Must demonstrate confidence and exceptional ability to communicate clearly and effectively in person and in writing with a myriad of audiences. Other qualities should include excellent sense of humor, calmness under pressure, and ability to multi-task. Existing security network, IT skills and interests, experience in non-profit/ non-governmental organization administration, and foreign language proficiency a plus.
Additional Information On-Call: Divides on-call time with the International Emergency Management Core Team. Must be available 24/7 by phone, email, and web during defined on-call periods.
Travel: Occasional domestic and international travel for conferences and training, site assessment, and/or emergency response. Travel may be required on short-notice to manage an emergency.
